This park is called the High Line, it began to be planned in 1999 and opened to the public 10 years later. Everything is started (here it is incredibly common that the same civil society is mobilized) with a group called the Friends of of High Line founded by Joshua David and Robert Hammond. It is a very recommendable ride. You will see that I have indicated the nearest metro to the South (8th Ave - 14th St) area, although there are many entry / exit points.
